Main Purpose of Job
Conducts investigations for the Office of the Inspector General for Education (OIGE) and manages the resources necessary to ensure the investigative mission is met.
Activities, functions, and services delivered impact OIGE activities, other agencies, and operations of other law enforcement agencies.
This is a Special Appointment position and serves at the pleasure of the appointing authority.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor's degree from an accredited college or university.
Experience: Five years of work experience in investigations, education internal investigations, accounting, auditing, law enforcement, inspections, or a related field.
Notes:

Candidates may substitute ten years of criminal investigative experience towards educational requirements.

Candidates may substitute local, state, federal, or U.
S.
Armed Forces military service experience as a commissioned officer in investigative programs classifications or the investigative field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Possession of a current/active Certified Fraud Examiner (CFE) certification.
Five years or experience in conducting complex and internal education investigations.
Understanding of COMAR and Education Articles governing education law.
Knowledge of State and federal laws, regulations, policies, and issues affecting fraud, waste and abuse; knowledge and ability to conduct confidential internal reviews, and investigations; ability to conduct evaluations of administrative, security, fiscal, legal, and city government internal policies, systems, and procedures involving matters of conflict of interest, mismanagement, embezzlement, contract fraud, employee misconduct, child abuse, and Whistleblower Investigations; skill in analyzing and interpreting data for program improvement; ability to manage multiple tasks; ability to interpret and apply pertinent laws and regulations; ability to establish and maintain working relationships; ability to communicate clearly; and the ability to write clear and concise reports.
Experience conducting sensitive investigations into allegations of fraud, waste and abuse.
Experience conducting investigations into allegations of educational misconduct, financial mismanagement, and/or the misappropriation of funds.
Experience conducting interviews with a whistleblower, public officials, appointed officials, executive management, and administrative personnel in a government or public setting.
Interactions with the Attorney General's Office, State Prosecutor's Office, local State's Attorney Office, U.
S.
Attorney's Office, and/or other law enforcement agencies.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties that require the operation of a motor vehicle.
Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
