The Employee Employer Relations Manager (Administrator VI) is the supervisory level of employee relations work representing management in all types of grievance and disciplinary appeal cases, including terminations, before an administrative law judge in hearings at the Office of Administrating Hearings (OAH).
Employees in this classification directly supervise lower-level Management Advocates and may supervise other employee relations professionals and support staff.
Work may require travel through the State of Maryland to attend conferences, hearings, or meetings.
The ideal candidate will possess: A positive and enthusiastic change-oriented attitude focused on the needs of the Administration.
Very strong communication skills (written, verbal, and non-verbal) that can speak effectively in a diverse working environment.
Ability to create effective programs.
The ability to use good judgement to make decisions independently.
Experience with employee relations, including a strong understanding of labor and employment law/employee relations.
Excellent interpersonal, conflict resolution, and mediation skills.
Data analysis and technology skills, specifically experience with HR analytics and HR software applications.
HRCI or SHRM certification preferred.
A Juris Doctor or other law/legal background is a plus!Responsibilities include: Managing the day-to-day operations of the Employee Employer Relations unit.
Coaching and advising supervisors/managers as it relates to progressive discipline.
Providing regular training to supervisors/managers on the progressive discipline process.
Developing and maintaining a positive working relationship with multiple unions.
Working collaboratively with the Office of Fair Practices & Civil Rights, Risk Management, and the Attorney General’s Office to ensure fair and consistent practices across the Administration.
Managing various aspects of compliance, including but not limited to employee drug testing, designation of essential employees, and employee probations.
The incumbent will report directly to the Deputy Director of Human Resources & Organizational Development.
