JOB This is professional work directing the Automated Meter Infrastructure programs.
NATURE AND VARIETY OF WORK The occupational field of program management involves directing or carrying out assignments related to the Automated Meter Infrastructure (AMI) Program with the Department of Public Works Bureau of Utility Operations; including oversight, implementation, management and administration of the AMI project.
This position will be responsible for vender review and selection, all phases of implementation, ongoing administration, and validation testing and data analysis for a variety of stakeholder groups.
Responsibility for contract administration is frequently included.
The AMI program generally relates directly to the department's/agency's mission of providing water and sewer services to County residents.
This field of work is distinguished from management-support functions such as personnel, budgeting or other administrative-type tasks which are designed to facilitate the activities of other employees providing direct services.
The majority of contacts are with employees in the same or other departments and agencies of the County government, State and Federal agencies, non-profit and private sector organizations.
The purposes of the contacts, which normally are of a cooperative nature with both parties working toward mutual goals, are for coordinating or resolving program operating problems.
An employee in this class utilizes knowledge of a wide range of program management and subject matter-program principles, techniques, functions, regulations and procedures in planning, organizing, directing and evaluating programs and/or contracts.
Assignments may also require knowledge of and skill in using computer and automated office technology.
The employee independently plans and carries out all aspects of the AMI program including development, implementation, and evaluation of AMI systems and data and advising higher-level management of program status and achievements.
Completed work is reviewed in terms of a program's effectiveness in meeting stated goals and objectives.
The employee adapts standard program practices and procedures to meet situations or cases not fully covered by existing guidelines, and recommends modification of current guides.
Work outputs affect the social, physical, or economic well-being of program participants or recipients of services.
The work is primarily sedentary, performed in office environment and presents no significant hazards.
Most employees in this class exercise supervisory responsibilities.
The Advanced Metering Infrastructure (AMI) Program Manager will lead the Department of Public Works (DPW)’s AMI program by supporting, analyzing and overseeing the performance and functionality of all AMI software, hardware, and infrastructure.
The AMI Program Manager will be responsible for coordinating with the vendor, consultants, and other departments during the AMI installation and implementation and long-term operation and maintenance.
They will use multiple software applications to facilitate device management and field services work order management for the AMI program.
In addition, the AMI Program Manager will be responsible for engaging with internal and external stakeholders.
EXAMPLE OF DUTIES (May not include all duties performed) Develops Key Performance Indicators to determine program effectiveness.
Develops policies and procedures related to the AMI Program.
Develop and maintain dashboards and data requests from stakeholder groups.
Assimilates, analyzes, and disseminates information and data pertaining to issues affecting program, program recipients and the general public.
Exercises direction over lower-level professionals and other employees by assigning work, furnishing advice and instructions, and reviewing completed assignments.
Develops and administers contracts, which may include preparing requests for proposals (RFP's), advertising, reviewing bids and proposals, contract preparation and processing, contract fiscal monitoring, administration of funds, and oversight of contractor performance.
Maintains liaison with contractors, funding sources (e.
g.
, State or Federal), and other government agencies to plan and design projects; reviews plans or changes and amendments to plans, and develops and implements systems for fiscal management of funds.
Analyzes, adapts, and/or implements departmental or agency operating and administrative practices and procedures related to records management, forms used, reports generated, and various other phases of program organization and administration.
Maintains contacts with individuals, families, or groups to develop up-to-date information to help them explore solutions to their problems, and/or initiate appropriate and timely action.
Facilitates or expedites recommendations and innovative strategies to address and correct County problems and issues by providing background information and data to appropriate public and private groups, and determines ways to involve the private sector and/or business community in County efforts that will be mutually beneficial.
Develops, implements, and manages all aspects of the AMI program.
This includes ensuring that meter data is correctly transmitted to proper entities, managing contracts for implementation and operations, and coordination among County stakeholder groups.
Responsible for asset management of AMI assets.
Determine best practices for equipment type and replacement schedules.
Evaluates new software releases related to the AMI system, and tests integrations with other County systems.
Responsible for quality assurance and quality control of transactions and data within the AMI system and its integration into the County’s billing system to ensure data is complete, accurate, and reliable.
Manage daily, monthly, and annual reviews to ensure KPIs are met and in compliance.
Provides routine technical support for meter communications and maintenance of meter data for AMI system users.
This includes and is not limited to providing user access, communications, software workflow and evaluation and resolution of technical issues and errors within the system.
Create and design user reports, custom configured reports and forms, and workflows in support of all functions within DPW and between DPW and other departments.
The work involves talking with and understanding the problem or needs of the users in order to either configure AMI forms and controls to obtain necessary information in the AMI system and provide reports that when generated provide the information and content necessary for the users.
Develop and provide training for the AMI system.
Initiates, coordinates, or contributes to such special events as workshops, professional and press conferences, seminars, and public hearings.
Performs related duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES Thorough knowledge of laws, rules, and regulations which apply to provisions and limitations of program to which assigned.
Thorough knowledge of the principles, practices or techniques of program development, implementation, management and evaluation.
Knowledge of the general principles of procurement, contract management, and personnel administration, as required.
Knowledge of Federal and/or State grant funding requirements and regulations, as required.
Skill in leading assigned employees, providing instruction, and reviewing their work.
Skill in explaining and defending ideas and positions, both orally and in writing, and in persuading individuals and groups to support assigned program activities or decisions.
Ability to conduct analytical studies and make recommendations concerning effectiveness, efficiency, and productivity of assigned program(s).
Ability to deal tactfully, effectively and equitably with people.
Ability to attend meetings or perform work at locations outside the office if necessary.
Working knowledge of network infrastructure.
Competent in methods and techniques of data collection and statistical analysis.
Working knowledge of financial data analysis, billing practices, and the principles of revenue collection.
Experience coordinating and conducting training on new software, while managing a team’s response to change when accommodating emerging technology.
Familiarity with federal, state, and local regulations applicable to utility projects.
Experience with principles of supervision, training, and evaluation.
Ability to coordinate between multiple municipal departments and achieve positive outcomes for developing programs, such as AMI.
Ability to collaborate with County IT staff regarding software updates.
Ability to plan and coordinate routine maintenance and testing of AMI infrastructure.
Ability to communicate effectively, both orally and in writing, with internal and external stakeholders.
Experience defining key performance indicators, measuring current benchmarks appropriately, and analyzing trends in performance.
Understanding of the relationship of the systems and data within the application portfolio and with other integrated systems such as MUNIS, Paymentus, VUEWorks and Esri GIS.
Understanding of construction activities related to meter installation, right of way and construction change management.
