P Program Manager *LOCATION: *Statewide - Delaware *POSITION: *Exempt *JOB SUMMARY:* The Project Supervisor position is a full-time position responsible for overseeing field inspectors and contractors in the performance of heating unit assessments, repair, and replacement of HVAC units and window air conditioning units for the RRHACE (Repairing, Replacing Heaters, and Conserving Energy) and SCAP (Summer Cooling Assistance) Program.
These programs are grant-funded and serve low income households across the state.
The Project Supervisor will oversee approved HVAC contractors who perform all technical aspects of the program and handles client inquiries as needed.
*MINIMUM REQUIREMENTS:* High school diploma, equivalency certificate, or prior experience in similar positions demonstrating a high level of proficiency and quality in completing work.
Passage of Building Performance Institute (BPI) approved Heating Ventilating Air Conditioning Program within 6 months of hire General construction skills, ability *to *use power and hand tools, painting equipment and supplies necessary to complete projects involved in Heating Repair & Replacement services as well as Healthy Homes to include but not limited to: the removal and replacement of doors and windows, painting, caulking, drywall repair, paint stabilization, and specialized cleaning.
Lifting, stretching, and bending are *all *constant components of the required work.
Must be able to lift 50+ pounds and work on a ladder.
*Knowledge of:* Federal, state, and local codes, regulations, and requirements Building science (e.
g.
heat, moisture, pressure flow; ventilation; thermal and pressure boundary) Building techniques and terminology (e.
g.
critical junctures, flooring systems, crawl spaces, roof framing, mechanical systems) Building materials (e.
g.
drywall, insulation, house wrap, windows) Retrofit techniques (e.
g.
air tightening, duct sealing, insulation) What certifications are required for each job task Material inventory and availability Material performance All activities being performed by Field Inspectors and Sub-Contractors on site *Note: As a condition of employment upon hiring it’s required to submit a copy of your driving record along with proof of vehicle insurance, a writing sample if requested, a computer skill/knowledge test if requested, and agree to a background investigation.
* *DUTIES & RESPONSIBILITIES:* Installing energy saving measurements, delivering crisis equipment, and corresponding daily with the Program Coordinator and Program HVAC Contractors.
Perform *accurate *inventory count on ALL materials that are stored for the production of the programs.
Contribute frequently to quality control and constant program improvement via input from the Program Manager when opportunities for improvement are noticed.
Full and absolute understanding and compliance with all federal, state, and local laws.
Understand and comply with all First State rules and regulations.
Support the HELP team by working proactively to ensure that the program goals are progressing as required by contract Maintain a positive working atmosphere within the department to keep group efforts focused on the mission of the organization Promote appropriate work behaviors and attitudes and mutual respect with Agency staff and clients.
Maintain all personal protection equipment and intervention equipment, and report any defects or losses to your Program Manager immediately.
Safe operation of a company vehicle, reporting of maintenance and quarterly mileage to the Program Manager.
Participate in all day-to-day work activities.
All other reasonable activities as needed to support First State's mission *Demonstrate the ability to:* Select and use the appropriate Personal Protection Equipment for a particular task Safely use basic hand and power tools Use a basic first aid kit to treat common job-site injuries Assess work area safety hazards Use CPR, first aid, and AED as required *Employment is contingent upon adequate funding from Federal/State/Local Agencies.
Employees will be notified immediately upon First State’s receipt of written notification of funding termination.
* Job Type: Full-time Pay: $40,000.
