*Essential Functions* * Coordinates and conducts annual and special inspections of housing units to ensure compliance with HUD and HACA Housing Quality Standards and other codes as applicable.
* Prepares and maintains inspection and related reports, prepares inspection letters, obtains inventory numbers from appliances and prepares memoranda for administrative staff regarding the condition of housing units.
* Conducts housing inspections and assesses REAC and housing code violations; and determines the level of score deduction based on the violation, is responsible for entering work orders based on the violations; maintains and compares records of inspections.
Minimum of five (5) inspections (25 per week) to ensure every unit is inspected at least twice per year.
* Evaluates and determines point value loss for each infraction found in the unit.
Enters work orders based on the level of infraction in accordance with repair plan.
Assists with closing out completed work orders relevant to inspections.
* Assists with REAC inspections for all Housing Authority properties.
* Explains REAC violation to property managers, contractor, maintenance personnel and tenants.
* Responsible for sending the required notification of inspection to residents.
Communicates with Property Manager regarding any housekeeping or repetitive tenant caused damage that constitutes Breach of Lease based on comparison of previous inspection records.
* Keeps record of all inspections with photographic documentation.
* Inspects playground equipment, surrounding grounds and community centers on a regular basis and notifies the appropriate personnel of any identified problems or concerns.
* Inspects fire extinguishers on a routine basis to ensure they are in proper working order.
* Plans, prepares and implements policies and procedures for the Housing Authority’s safety program.
* Prepares and recommends work safety standards and practices and ensures the enforcement of established safety practices and procedures.
* Attends and conducts monthly staff trainings on REAC procedures * Ensures compliance with federal and state safety laws and regulations and trains Housing Authority staff as needed.
* Researches and prepares training materials and other documents for safety awareness classes.
* Trains and assist staff as needed on the work order system and compiles reports for administrative staff as needed.
* Conducts safety awareness training sessions with employees, including new employee orientation.
* Maintains employee training records.
* Attend all REAC inspections for training.
* Conducts investigations of accidents and makes recommendations to management personnel regarding unsafe practices, risk management activities, etc.
* Performs routine administrative duties including processing incoming mail, filing reports, maintaining logs and records, copying and distributing reports, maintaining office equipment, answering incoming calls, performing general data entry, etc.
* Receives, reviews, prepares and processes various records and reports including inspection reports, work orders, billing invoices, MSDS information, progress reports, required HUD reports, Board of Commissioner reports, etc.
* Assists the Work Order Clerk with completing work orders and conducts follow up of work orders to determine the quality of work performed.
* Prepares outstanding work order reports and tracks preventive maintenance work orders for HACA’s properties * Tracks turnaround times on vacant units and prepares weekly vacancy reports.
* Receives, reviews, prepares and processes work related documents including weekly vacancy reports and logs, inspection, move out, work orders, weekly unit rental reports, outstanding work reports, vehicle inspection reports, etc.
* Performs other related duties as assigned and required.
*Experience and Education Requirements:* * Graduation from an accredited two-year college with an A.
A Degree in Building Construction or related field supplemented with thorough training in vocational and construction trades.
* Two (2) years of progressively responsible experience in building construction or building trades and housing inspection work.
An equivalent combination of education, training, and experience may be considered; Housing Quality Standards (HQS) and/or Uniform Physical Condition Standards (UPCS) Certification required; Must possess a valid state of Maryland driver’s license and be insurable under the Authority’s plan; Must be eligible for coverage under the Authority’s fidelity bond.
* A minimum of three years’ experience conducting safety and risk management programs for a large organization; considerable experience in housing construction and rehabilitation; ability to effectively prioritize daily, weekly and monthly activities; strong organizational, interpersonal and decision making skills; sufficient strength and agility to perform the physically demanding aspects of the job in a variety of weather conditions Job Type: Full-time Pay: $60,000.
