State Highway Administration’s (SHA) Office of Traffic and Safety (OOTS), Traffic Operations Division is currently recruiting for a Construction Project Engineer (Transportation Engineer IV) in Anne Arundel County.
This position is open to anyone who meets the minimum and selective qualifications listed below.

Nature of Work: This position is for a Construction Project Engineer for contracts administered by the Office of Traffic and Safety (OOTS).
This position will serve as a Project Engineer for the construction of areawide and site-specific contracts for traffic control devices (TCD) such as traffic signals, signing, lighting, and intelligent transportation systems (ITS) devices statewide.
This position is responsible for supervising and providing guidance and direction to a project team consisting of assigned engineering technicians and lower-level transportation engineers working as inspectors and office engineers.
This position will be responsible for coordinating power with utility companies, performing field reviews, spot checking construction sites, identifying and resolving problems impacting construction, validating Inspector’s Daily Reports, negotiating pay items, approving invoices, verifying materials used on projects meet standards and contract documents, initiating change orders, and overseeing sketchbook submittals.
This position will be expected to provide project status reports on a weekly basis and track project completion dates.

Qualifications
MINIMUM QUALIFICATIONS:
Education: Possession of a bachelor’s degree in engineering from an accredited college or university.
Experience: Four (4) years of experience in professional engineering.
Selective Qualifications: Two (2) years of the required experience must have involved construction, design, operations, or maintenance of transportation infrastructure.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.

, knowledge, skill, or abilities).
Preferred Qualification:
The ideal candidate should possess the following:
• Strong electrical engineering background
• Strong construction project engineering background
• Knowledge of traffic signal and transportation construction
• Self-motivation with the ability to work independently and have a high regard for construction quality
• Excellent internal/external customer service abilities and interpersonal skills
• Excellent written and oral communication skills
• Strong ability to analyze and develop process improvement techniques
• Certifications in: SHA Traffic Control Manager, Maryland Department of the Environment Erosion and Sediment Control Certification, SHA Erosion and Sediment Control Certification, International Municipal Signal Association (IMSA) Traffic Signal Technician Level I/II, ACI Concrete Field Technician Grade I (or equivalent)
Notes:
1.
Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.
2.
Possession of a master’s degree in engineering may be substituted for one year of the non-supervisory experience.
3.
Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.

Candidate must possess a motor vehicle operator’s license valid in the state of Maryland.
