We are currently hiring a Pipeline Inspector for a client in the Laurel, Maryland area.
JOB SUMMARY: An Inspector II has extensive experience in the water and sewer new construction and rehabilitation industry.
Has practical knowledge in paving and landscaping restoration.
Provides guidance to and aids in the development of Inspector I’s and assist in the training of new inspectors on the standards and practices of WSSC water and sewer projects.
The Inspectors II also performs inspection on the more complex WSSC water and sewer projects and works independently under the general direction of the Contract Manager.
ESSENTIAL FUNCTIONS: Tasked to manage contracts and Inspection staff for extended periods of time; Inspects water and sewer main line construction projects, new water and sewer lateral connection installations, water and sewer lateral connection renewals, water main rehabilitation including cleaning and lining, sewer and manhole rehabilitation, paving, sod and landscaping restoration; Inspects pipe installation and approves materials on-site for proper quality and report defects, with the ability and authority to reject materials and workmanship; Makes decisions relative to the intent of the Standard Specifications or Standard Details in the absence of the Contract Manager; Checks for proper water and sewer tap installations; Conducts compaction testing of backfilled soils during and after completion of the work; Schedules water main shutdowns, locate and operate valves, performs chlorination samplings, and any other items necessary for the execution of contract work; Verifies grading and alignment of water mains, sewer lines, and appurtenances to assure the work is done within the requirements of the Contract; Advises contractors of deviations from the provisions of the contract and offers assistance to properly perform work; Ensures compliance with required safety precautions and proper traffic control; Documents contractor’s activities and progress through daily reports and record sketches in order to document accurate payment and claim evaluation; Performs visual sewer main and manhole final inspections, oversees sewer air and mandrel testing, televising of sewer lateral connections, hydrostatic water main testing, and prepares reports of findings; Inspects restoration of areas disturbed during construction; Prepares and submit paving and landscaping restoration tickets; Prepares final house connection and field as-builts for each job completed; Performs pre-construction meetings and monthly progress meetings with Local, State and Federal agencies.
Review and maintain As-Built information throughout the construction period OTHER FUNCTIONS: Acts on behalf of the Contract Manager in their absence; Serves as the lead Inspector on complex projects; Serves as the lead trainer for new Inspector; Serves as liaison with other agencies (local, State, Federal), internal WSSC customers and contractors regarding construction projects to ensure that proper notification and procedures are followed depending on the jurisdiction; May be assigned to work hours outside of the regularly scheduled work week to accommodate construction schedules; Assist contractors with locating pipe, laterals connections through record review and use of M- scopes or wands; Studies and investigates assigned construction project package (plans, job spec’s, permits, etc.
) and reviews findings with Contract manager and/or the project contractor; Aids in the design/review of construction contracts with the guidance of the Contract Manager’s; Performs other related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, & ABILITIES: Extensive knowledge and experience in new and rehabilitative pipeline construction and construction practices, procedures and materials; Considerable knowledge of soil compaction and testing methods; Considerable knowledge in environmental regulations, sediment control devices, and traffic control standards; Knowledge of concrete placement; Fluently communicate in English, both orally and in writing Extensive knowledge in reading and interpreting construction plans and contract documents; Thorough understanding of the WSSC Standard Specifications and Standard Details; Ability to compute volumes and quantities on construction materials; Considerable knowledge in interpreting survey field notes; Prepare accurate detailed reports of daily project progress; Communicates effectively orally and in writing and able to work in a team environment; Enter confined spaces, work outdoors in inclement weather, climb in and out of ditches and other structures under construction, and the ability to lift objects that weigh up to 50 lbs.
; Considerable knowledge of computer programs, including but not limited to word, excel and office outlook; Familiarity with Erosion and Sedimentation Control.
MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS: High School diploma or equivalent and 5 years of experience in the inspection and/or installation of underground water and sewer new and/or rehabilitative pipeline construction.
Experience should include any combination of water/sewer construction, sewer main lining, sewer manhole lining, replacement by excavation and pipe bursting.
Experience inspecting at least four (4) water/sewer contracts within the last five (5) years.
